GOVERNMENT

SOCIAL POLICY

 

1. Continue supporting the provision of emergency medical services in Roseville with user

fees for services provided. (1978, 1981, 2003)

 

2. Support the following items which relate to the Roseville Fire Department:

 

A. Increased wages for volunteer firefighters for staffing and fire calls (staffing would be

$10 plus per hour and fire calls would be $11 per hour)

B. Reduced vesting period from ten years to somewhere between five and seven years.

C. Other recommendations for recruiting volunteer firefighters and keeping more

volunteer firefighters are as follows:

-encourage city employees to become volunteer firefighters

-design a brochure explaining the duties and benefits of becoming a Roseville

firefighter to be used for recruiting. Marketing and publicity could include

distributing the brochure to new homeowners through realtors.

-generally more marketing and publicity of the job and benefits

D. If all else fails, the LWV supports hiring full- time firefighters for daytime shifts

E. The LWV supports the current t arrangement of the police department as the first

responder for fire calls and emergency medical services.

F. The LWV does not support the proposed combination fire department with volunteer

firefighters and full-time firefighters cross-trained as paramedics. (This plan would

provide two stations staffed 24/7. The city would purchase two SUV’s that would be

equipped with paramedic supplies, but would not be able to transport. The police

would remain as first responder. Also would include closing Fire Station 1.)

G. The LWV does not support either option requested by the city for increased services

through the current emergency medical services (that is, add an ambulance 24/7 at a

cost of $462,000 and add a first responder 24/7 which would not transport at a cost of

$278,000)

· -The LWV does not support a fee for service for the fire department

· -The LWV does not support the hiring of a fire prevention specialist.

 

The preceding Consensus Statement is based on the materials in the LWV published report,

Roseville Fire Department 2003 and Beyond, November 2003. The publication was validated

by the city manager, fire chief and finance director.

3. Support the following mix of transportation to best serve the needs of the area: walking,

bike, private car; demand-responsive service by van and car; a subscription service; car and

van pooling or ride sharing; and transit service by bus (1983)

 

4. Support policies, procedures, and programs, which promote safety and reduce hazards to

non- motorized traffic. Support non- motorized pathways, either on or off road, along high

volume and high-speed thoroughfares likely to generate non- motorized traffic where no other

access is possible. Pathway costs should be assessed on an area-wide basis (1983)

 

5. The LWV of Roseville, Maplewood, and Falcon Heights supports action to insure that:

 

A. School Districts choose unbiased new textbooks and temper the effects of sex bias in

textbooks currently in use (1984)

B. Freedom from sex bias be an evaluation criterion used by software designers and

purchasers. (1985, updated 1988)

C. All students have equal encouragement and opportunity to use computers and develop

computer literacy skills. (1986)

D. School personnel be sensitized to the need to develop and foster student attitudes that

are not sex biased or stereotyped, to ensure that students reach their full potential.

NATURAL RESOURCES

 

1. Support the establishment of organized refuse collection to be supervised by the

municipality and source separation of recyclables, with the city contracting with haulers for

curbside collection. Cities are encouraged to support source separation of recyclables by

variable charges for refuse collection (1985)

 

2. Support action to remove yard waste, newspaper, glass, metal and other recyclables from

the waste stream going to landfills; and government support of yard waste composting by

encouraging individual composting and providing and maintaining sites for community

composting (1982)
